Tax debt exceeds €4.5b in Finland in 2025

The total tax debt in Finland exceeded 4.5 billion euros at the end of 2025, which is 336 million euros higher compared to the previous year, said Finnish Tax Administration in a press release on Thursday.

About one-third of the tax debt was owed by the small entrepreneurs, said the authority, adding that the situation of the small entrepreneurs worsened during the recent years.

“Tax debt increased by €200 million only during the past year compared to the previous year, which was an increase of as much as 18 percent,” said Mäki-Karvia, Customer Director of the Finnish Tax Administration in the press release.

Pointing out the weak economic situation as the reason for increasing amount of tax debt, the authority also held lack of knowledge, misunderstanding and negligence of the taxpayers responsible for the situation.

Small entrepreneurs running personal companies with a few employees, as well as light entrepreneurs and farmers are facing challenges to pay the tax.

New entrepreneurs may be lacking knowledge about tax laws and other basics are facing the situation as they are not ready for irregular income.

About 70 percent of tax debt was owed by individuals or insolvent businesses with lacking of the means to pay.

A record number of 75,000 individuals were paying taxes on instalment plans last year, the press release added.
