
A total of 609,971 debtors faced enforcement matters in Finland in 2025, according to Statistics Finland.
At the end of 2025, the number of debtors in enforcement matters was 256,061 and their total debt in recovery proceedings was EUR 8.0 billion.
The number of debtors, however, was three per cent less at the end of 2025 than in the corresponding period one year earlier.
At the end of 2025, ninety-four per cent of debtors in enforcement were natural persons and they had a debt of EUR 27,622 per person, on average.
The average debt for legal persons was EUR 88,829 per person.
Altogether 61 per cent of debtors in enforcement were men and 39 per cent women in 2025.
Both women and men had an average of 7.9 matters in debt collection at the end of the year.
At the end of 2025, debtors had 1.92 million enforcement matters in debt collection.
