Female representation in Parliaments in EU countries rises, except in Germany

The share of women in national parliaments across the European Union has increased over the past decade – except in Germany, according to data published on Thursday by the EU's statistics office Eurostat, reported dpa.

Women held 33.6% of seats in EU national parliaments in 2025, an increase of 5.4 percentage points compared with 2015, the data showed.

All EU countries recorded a rise in the share of female lawmakers during that period, with the exception of Germany, where the proportion fell by 3.5 percentage points to around 32.5%.

Finland had the highest share of women in parliament in 2025 at 46%, followed by Sweden with 44.8% and Denmark with 44.7%. Cyprus had the lowest share at 14.3%, followed by Hungary at 15.6% and Romania at 22%.

Latvia and Malta recorded the biggest increases over the decade, with the share of female lawmakers rising by 19 percentage points and 14.8 percentage points respectively.

The proportion of women in national governments across the EU also increased during the period. Women held 31.9% of seats in national governments in 2025, up 4.2 percentage points from 2015.

Finland also had the highest share of women in government at 60%. Sweden reached gender parity at 50%, while women made up nearly half of cabinet members in France at 48.6%. In Germany, women accounted for 41.7% of government members.

By contrast, Hungary had no women in its national government, while the share was 10.5% in Romania and 11.8% in the Czech Republic.
